Studies show that, like most of us, hardcore alcohol offenders respond better to rewards than to punishment. But traditionally, most offender monitoring programs focus on sanctioning bad behavior rather than acknowledging good behavior.
But because SCRAMx integrates both CAM and house arrest in one device, courts and agencies now have built-in flexibility in the options they have at their disposal to manage offenders. This matrix of options is called the SCRAMx Adjustable Contingency Model, which provides guidelines to help courts more effectively manage alcohol offenders based on their behavior, stage in the justice system, or other variables.
Under this model, CAM and house arrest components can be intensified – or “graduated upward” – to progressively sanction for noncompliance, or reduced – or “graduated downward” – to reward program success. The Model lets you:

Let’s look at two examples that illustrate the power of the SCRAMx Adjustable Contingency Model:
Intensify
Offender A is a third-time DUI offender who is court ordered to be continuously monitored for alcohol while awaiting trial. During this time, she attempts to tamper with the SCRAMx device several times to see if she can “beat” it and continue to drink undetected. To show the severity of her noncompliance, the judge places her on daily house arrest from 7:00 pm-7:00 am until her behavior improves.
Reduce
Offender B is transitioning from jail back into the community after serving time for a robbery he committed while intoxicated. To protect the community and keep a closer tab on Offender B, the judge orders him on both CAM and house arrest with SCRAMx for 120 days. After 60 days, Offender B has no violations on the device, is regularly attending treatment classes, and has not missed any appointments with his probation officer. To reward this, the judge removes house arrest for the remaining 60 days – under the provision that if Offender B does not continue this behavior, it will be added back on.
